A lot of outfits never made it past the print version. There was the issues of decency and all that nonsense. Considering the time period, she would be considered indecent. By today's standard, her outfit if just about average. There were some regional variants with standards. 

France after getting rid of the last Napoleon, there was a new sense of liberalism. The France of the 1880s had plenty of religious and social freedom. Foreigners could dress with their proper attires without been accosted in the streets. This is a far cry from today's tense environment.

There is a state of fear, even in the states. Anyone that looks remotely odd is suspected upon. Its a lot worse in Florida where people who act "odd" can be arrested and medicated. This is the famous little Baker Act. So, if you are ever unfortunate enough to be in Florida, try to act normal, let's you become its next victim. 

This and many other little things is the reason why I do not like going outside. Whenever it gets crowded, I start getting a bit paranoid. It is not so much as I get agitated, rather crowded places tend to draw bad guys, who either rob you or worse. 

At least, there is a bit sense of peace and illusionary security in the form of drawing. I like drawing people in adorable historical outfits. This one was originally in black and white. I added color to it. I think I did a decent job. This is another interesting exercise. Take a black and white photo and color it in. A regular coloring book also works as well.
